FOUR RSA CABLE PAIRS IN USE ON MY STREET — ALL MINE

On May 29, 2008, the FBI called me, and told me the photograph did not provide enough information to prove the phone number (receiving service through cable pair 1118) was mine. I told the FBI the phone number could be proven to be mine by looking at the letters "RSA." After our conversation, I added this webpage to identify the phone number as being mine based on the letters "RSA."

It should be noted that in my Application for a Rehearing. September 2003, I provided virtually the same documentation (as noted below) proving I was the only person on the above document with RSA service, but the Commission ignored the evidence.

The document shown above is an MLT (Mechanized Line Test) of all of the phone lines (cable pairs) in use on Woodthrush Ct. on August 31, 2001, the day that Pacific Bell Answered the Complaint. As a result of the photographs I took on September 4, 2001, I asked for the complete MLT document dated August 31, 2001.

Only four of the cable pairs in the above MLT test document are labeled "RSA". My phone service was through AT&T Resale. Logically, cable pairs 1103, 1118, 1134, and 1141 provided service to me.

After I told the Commission that cable pair 1118 was on the Log of Defective Cable Pairs, and was known to be defective since 1992, Pacific Bell/SBC told the Commission that cable pair 1118 never provided service to me (On June 4, 2008, I provided the FBI with the Response to the Application for Rehearing). In Pacific Bell's Response to my Application for Rehearing, Pacific Bell stated (page 7):

…nothing in the record establishes that SBC California ever provided service to Complainant's TN 925-462-5093 via cable pairs 1118

 

Direct Testimony of Bob Alex on Behalf of Pacific Bell Telephone Company, dated June 5, 2002, corroborates that AT&T provided resale service to my four telephone numbers (On June 4, 2008, I provided the FBI with Mr. Alex's Testimony, which the FBI claimed to have misplaced). On pages 3 and 4 of Pacific Bell Testimony, Pacific Bell stated:

AT&T provides resale and/or facilities based local service to Complainant['s four phone numbers]... at his residence... at Woodthrush Ct....

Complainant ceased to be Pacific Bell's customer at [Woodthrush Ct] over five years ago when AT&T, apparently with Complainant's permission, migrated his four telephone numbers, (925) 485-0461, (925) 846-3642, (925) 462-3619 and (925) 462-5093, to AT&T.

 

Testimony of Ginger L.Henry on Behalf of Pacific Bell Telephone Company, dated June 5, 2002, Attachment A, corroborates that the following four phone numbers received service through resale, and that two of the numbers were "PORTED-OUT" in November 1999 (on June 4, 2008, I provided Ms. Henry's Testimony to the FBI, which the FBI claimed to have misplaced):

925-462-3619 - Purchase order number A970MESAAZ00646 was received on 4/15/97. The work to migrate the service over to AT&T on a resale basis was completed 4/16/97...

925-846-3642 - Purchase order number A970MESAAZ00646 was received on 4/15/97. The work to migrate the service over to AT&T on a resale basis was completed 4/16/97...

925-462-5093 - Purchase order number N00669288027-0002 was received on 4/7/97. The work to migrate the service over to AT&T on a resale basis was completed on 4/24/97. A second purchase order, request #TRIVALLEYRR7297, was received from AT&T on 11/13/99. On this purchase order, AT&T requested to port Mr. Knell's telephone number out of Pacific Bell's network and onto AT&T's facility-based network. The work to port this telephone number was completed on 11/14/99.

925-485-0461 - Purchase order number N00669288027-0001 was received on 4/7/97. The work to migrate the service over to AT&T on a resale basis was completed on 4/23/97. A second purchase order, request #TRIVALLEYRR7298, was received from AT&T on 11/13/99. As with telephone number 925-462-5093, AT&T requested to port Mr. Knell's telephone number out of Pacific Bell's network and onto AT&T's facility-based network. The work to port this telephone number was completed on 11/24/99.

 

The following pages positively identify three of the four "RSA" cable pairs (1103, 1134, and 1141) providing service to each of my four phone numbers. Using simple logic, cable pair 1118, the only remaining "RSA" phone number, also provided service to my premises.

 

RSA CABLE PAIR IDENTIFICATION: Cable pairs 1134 and 1118

Pacific Bell/SBC provided the lower document (cropped to fit on this page) in Discovery, but Pacific Bell/SBC concealed the phone numbers.

Both documents have the exact same format and information, as shown by the lines running to the cable pair numbers (1132, 1133, 1134), and the service type (RSA, RES). The trouble messages are also identical.

Cable pair 1134 was a "NT: NOT_MLT_TST RSA" cable pair, corresponding to my residential RSA phone number 925-485-0461.

Cable pair 1118 was the only other "NT: NOT_MLT_TST RSA" cable pair on the document that Pacific Bell provided. Logically, cable pair 1118 corresponded to my residential RSA phone number 925-462-5093. The Pacific Bell attorney told the Commission that cable pair 1118 provided service to a phone number with the last five digits of "85093."

 

 

 

Cable pair 1103

The above document was obtained from a Pacific Bell technician sent to my premises on 05/21/02. It is a document that was not altered by the phone company legal department, so you can trust the information on this document.

This document proves that cable pair 1103 provided service to the "RSALE" phone number 925-846-3642.

The above document was obtained as the result of a Discovery Request, in which I asked AT&T to tell me what kind of trouble codes were on my business phone lines.

In Testimony, AT&T and Pacific Bell committed perjury and both companies claimed I called in a phoney trouble report to bolster my complaint. Phone records could be used to prove I did not call the AT&T toll-free customer repair phone number on May 21, 2002, proving AT&T committed perjury.

Pacific Bell claimed I "snatched" the document from the technician. For the record, I did not understand why the technician was sent to my premises on the evening of May 21, 2002, and I asked to see the paperwork. The technician handed the document to me, and he did not ask me to return it.

 

 

 

CABLE PAIR 1118

Both documents shown above are the same Pacific Bell document, printed minutes apart, on August 31, 2001, the same day the Pacific Bell Answered the Complaint.

The document on top was printed at 10:52 am. The high-resolution color photograph can be downloaded from the web page, www.MikeAndMaBell.com/362.html

The lower document was printed at 11:01 am, and was provided by the Phone company legal department. The legal department erased the phone numbers before providing the document to me.

Both documents have the exact same format and information, as shown by the lines running to the service type (RSA, RES, BUS). Cable pair 1118 provided service to an "RSA" phone number with the last five digits which appear to be "25093". I was the only person on Woodthrush Ct. with "RSA" service at the time the documents were created -- logically, cable pair 1118 provided service to my phone number 925-462-5093.

Testimony of Ginger L.Henry also corroborates that cable pair 1118, an RSA phone number that was "PORTED-OUT" provided service to 925-462-5093. She said:

The phone company told the Commission the "PORTED-OUT RSA" phone number is not mine -- the phone company told the Commission the last five digits are "85093".

 

 

 

Cable pair 1141

The above document was obtained from a Pacific Bell technician sent to my premises on 07/16/03. It is a document that was not altered by the phone company legal department, so the information can be trusted.

The above document proves that cable pair 1141 provided service to my phone number 925-462-3619.

The "AT&T" note indicates the phone service is Resale ("RSA").

The technician handed the document to me, but he asked that I return it. I photocopied the document, and returned the original to the technician, per his request.

Testimony was served in June 2002, so there was no way this document could have been presented in Testimony, but it was presented to the Commission in my Application for Rehearing to prove that all of the RSA phone numbers (including cable pair 1118) provided service to me, and to also prove that the trouble code "98" was not the default code for that phone line.
